I forgot where you go to attain a guild hall... I was told naught but an hour ago by someone and I forgot... Please Help!!!!

If you go to the captin in Lion's Arch, talk to him and go to the isle you want to buy, I believe you talk to him again and trade him the sigil for the hall.
